NO CHARGES AGAINST BLACK MUSLIM IMMIGRANT POLICEMAN WHO KILLED UNARMED WHITE WOMAN IN JULY

MINNEAPOLIS:  WE JUST CAN’T HIRE WHITE POLICE OFFICERS,

THEY MUST BE BLACK OR BROWN

The Minneapolis Police Department just fired its third psychiatrist/psychologist who performs the mental evaluations on police applicants.  Why?  Because he is screening out too many non-whites.  The previous two shrinks were also fired for approving too many whites, and not enough blacks & browns.

Prior to 2012 the department required that five mental health screening tests be performed on each police applicant.  These tests screened out too many Politically Correct men & women, so they dropped four of the tests.  Since then, each potential recruit has received only one test to determine if he/she has the right psychological makeup to handle the duties of a police officer.

Officer Mohamed Noor was hired in 2015 under this less strenuous requirement.  Noor’s mental evaluation was less extensive than the battery of tests used in comparable cities.  It was also less rigorous than national best practices and the screenings Minneapolis administered for more than a two decades.

OFFICER NOOR HAS STEADFASTLY REFUSED TO TALK ABOUT WHY HE KIILLED JUSTINE

The tragedy in Minneapolis is hard to wrap your head around.  A 40-year-old Australian woman was shot & killed by a police officer shortly after she called 911 to report a possible sexual assault in the alley near her home.

Justine Ruszczyk (AKA Damond) was in her PJs that Saturday night around midnight when she approached the driver’s side of the squad car.  We don’t know exactly why Officer Mohamed Noor shot Justine because there are no video recordings, which was a violation of police policies.  And Noor has refused to talk during the six months since he shot Justine.  We do know that Justine died on scene of a single gunshot to the abdomen.

Despite wearing a bullet-proof vest and despite police department rules against firing a weapon while sitting in the patrol car, Officer Noor was apparently so afraid of this petite, unarmed woman that he reached across his partner who was sitting in the driver’s seat and shot her.

ARE INVESTIGATORS AND DISTRICT ATTORNEY DRAGGING THEIR FEET?

More troubling still, the Minnesota Bureau of Criminal Apprehension, who took over the investigation from the Minneapolis Police Department on September 12th, has not yet finished its job, according to the district attorney.

Hennepin County District Attorney Mike Freeman was recently asked why he has not brought charges against Noor.  He replied:

“I’ve got to have the evidence and I don’t have it yet.  And let me just say, it’s not my fault,” Freeman said.  “So if it isn’t my fault, who didn’t do their jobs? … Investigators, and they don’t work for me. And they haven’t done their job.”

“I’m not going to make it worse by just doing a knee-jerk charge and say let the jury decide.  No, no.  I have to know what happened before I can charge. And that’s when I’m doing my job. And thanks for having some patience.”

“I have to prove beyond reasonable doubt the moment he shot the gun, he feared for his life.  And he used force because he thought he was gonna be killed.  But I can’t, he won’t answer my questions.  Because he doesn’t have to, OK?  We all have Fifth Amendment rights, and I respect that.”

Freeman explained that he must analyze the shooting extensively with physical evidence, along with use of force expert analysis of the incident, before coming to a decision to charge Noor.

ARE BUREAUCRATS PASSING THIS HOT POTATO HOPING NOT TO GET BURNT?

The Minnesota Bureau of Criminal Apprehension has issued conflicting statements.

State investigators from the Minnesota Bureau of Criminal Apprehension (BCA) took over the case, from the Minneapolis Police Department, a month after the killing.  The BCA said it had completed its investigation into the shooting and turned it over to Freeman to consider whether to charge Noor with a crime.  In a later statement, they said that they continue to work with Freeman’s office on “this ongoing investigation” and that the entire agency file will be available “once the case is closed.”

MINNEAPOLIS AREA HAS LARGE SOMALI REFUGEE COMMUNITY

Minneapolis, MN has a huge Somali immigrant population, the largest in the U.S.  Most are Sunni Muslims.  An estimated 70,000 Somalis live in & around the Twin Cities Metro Area.  Most immigrants arrived in Minnesota as refugees following 9.11.01, later bring extended family members with them through Chain Migration.

In recent years, roaming Somali gangs have terrorized neighborhoods in and around Minneapolis, threatening non-Somali residents. Moreover, Somali youth are being disproportionately recruited by ISIS and other Islamic Terrorists.

MAYOR & POLICE DEPARTMENT WERE THRILLED TO HIRE MR. NOOR

This writer imagines that the City of Minneapolis bureaucrats were falling all over themselves with excitement when Mr. Noor applied to become a police officer.  Not only would Mr. Noor fill three Affirmative Action slots (that is, non-white, Muslim & immigrant), but he might become an effective liaison to the Somali community.

“I want to take a moment to recognize Officer Mohamed Noor, the newest Somali officer in the Minneapolis Police Department,” Mayor Betsy Hodges wrote in a Facebook post in 2016. “Officer Noor has been assigned to the 5th Precinct, where his arrival has been highly celebrated, particularly by the Somali community in and around Karmel Mall.”

Hundreds of people attended a Police Department-organized meet-and-greet to introduce Officer Noor to the Somali community in May 2016.

OFFICER MOHAMED NOOR’S BACKGROUND

Mohamed Noor immigrated to the U.S. from Somali as a child.  Currently age 32, Officer Noor has a degree in business administration and worked in property management prior to joining the police department in March 2015.

He completed his field training in 2016, becoming the first Somali-American assigned to the Fifth Precinct, which covers SW Minneapolis.  Department records indicate he had three complaints filed against him, the details of which are not public.

One complaint was closed without any disciplinary action and two are still open.  In addition, he is being sued by a woman who claims he “abused” her during an arrest.

WAS OFFICER NOOR HIRED OVER A MORE QUALIFIED APPLICANT?

Let’s face it, regardless of one’s attitude about Affirmative Action in the workforce, we know certain “protected” individuals are hired over “non-protected” individuals because he/she is the “correct” race, gender or religion.  One wonders where abilities, temperament, skills, experience & education factor into the hiring process.

In hiring Noor, did the police department make race, religion and immigrant status the main reason for hiring him?  Or was he the perfect candidate who just happened to be a Somali immigrant?  Where did temperament and abilities enter into the hiring process?  After all, in hiring a policeman, not only is the government giving this man a gun, but it is giving him significant authority over citizens.

Mohamed Noor has been on paid administrative leave since he killed Justine in July, and Justine is still dead.

    My bottom line analysis. This Nigger just wanted to kill a white person, to see what it felt like. Shame on anyone who let him be hired, especially by the reduction of safety and “fit for service” tests that were eliminated.

      Because the officer refused to talk for 6 months was to his own detriment. The fact that the District Attorney refuses to bring charges with plenty of eye witnesses is disturbing at the least. Is this community in fear of its population? Perhaps the Feds should have a good look at this.
